  1. Biographical Information
  2. Why are you running?
  3. Why should voters consider you the most qualified candidate? What in your background most prepares you to serve?
  4. What is the biggest issue facing your city, and what would you do to address it? Please be specific.
  5. What other priorities would you have, and how would you address them?
  6. Please state, in detail, your position on open records, meetings and openness and transparency in government.
Carol Flower: I am running because I love Park City, have a proven record of service, and I want to be a part of planning for future generations. I think this community deserves someone that represents it that has no precluded agenda other than to serve to the best of my ability. There has been a spirit of negativity during this campaign, and I think the citizens need representation from someone whose focus is to better their quality of life and not focus on negative issues.
Carol Flower: I served on the committee that changed Park City from an Improvement District to a city. I served on the first city council.I am currently serving as Ward 2 Councilperson. I am a past Park Board member. I chaired the committee that resulted in an ordinance that licenses and inspects rental property. This has resulted in many homes being upgraded for potential tenants and keeping the property values of rental property neighbors from declining. Currently serving on the Recreation Events Committee.
Carol Flower: Negativity and distrust by our residents. I will be honest at all times when I speak to citizens about our decisions as a council. I will not be negative regarding my fellow city council members. I will not take part in any negative dialogue regarding council decisions, fellow council members, or staff. Our residents have enough problems of their own without having their council members acting like spoiled children during our meetings. City council meetings are the city's business meetings
Carol Flower: Quality of life issues will always be my focus. Helping the city stem the tide of the current economic times is very important. I am in favor bringing more businesses to our community that have the potential for new jobs. I will work to enhance Park City's image in the region by helping bring a more positive look that will attract potential businesses, future home buyers, and make our citizens proud of the place they live. I will do my part from to keep our property taxes from raising in 2010.
Carol Flower: It goes without saying that we make every effort to be open regarding our meetings by broadcasting them on Channel 7. The minutes and agendas are available on our website. The federal government mandates that citizens have the ability to request records and we comply. I believe in being as transparent as possible, however, there are times that the rules regarding excutive sessions take precident. All citizens are welcome to go to City Hall to get qustions answered at all times.

Cecil Goldsmith: I want to get involved with the government process of the city and let all of the citizen’s voices be heard. Park City needs to get back to the basic needs of the city and stop the Luxury projects.
Cecil Goldsmith: I have addressed the Council many times against the sales tax vote, mandatory pay / voluntary pay recycling program and other issues that affect the citizens of Park City. I want citizens to be represented and not taken advantage of by the city. I want to be the representation and voice of the people in Ward 2 with no hidden agenda.

I am retired from the Sedgwick County Fire District #1. After 32 years of service to the district, I have seen and learned how government works.
Cecil Goldsmith: Biggest issue of the city is the 6.1 million dollar settlement money and how are we going to spend it. The settlement money should be used for infrastructure, public safety and roads which I fell is the basic needs of a City. I see some of the money being appropriated to the basic needs, but there’s also money being appropriated to Luxury projects. The money that is leftover from the basic needs projects should be placed in savings for other basic needs projects or emergencies.
Cecil Goldsmith: The biggest priority is the Broadway Bridge that crosses over a section of the Wichita/Valley flood control on the south city limits. I will work with Sedgwick County to get this rebuilt because this bridge effects the certification of the big ditch. If it’s decertified, people in Wichita, Haysville and Park City will have to get flood insurance.
Cecil Goldsmith: Laws in Kansas establish how open records and meetings are handled. People need to be able to see how the city operates at all times and the city shouldn’t have any hidden agendas.

The Wichita Eagle invited candidates in some contested races in Sedgwick, Butler and Sumner counties to respond to questions about key issues. You can compare the candidates and their responses side by side, and create your own printable or e-mailable ballot. The responses are largely unedited and presented as the candidates sent them to us.
