The City Council is responsible for the creation of all laws and policies for the city. It oversees the budget and ensures operations are running smoothly and efficiently. Council members serve four years and are paid $25 per meeting, plus expenses.

It is very important to contribute to the growth of our city and use
my voice to assume our citizens' wishes and feelings.
Lionel “Jake” Jackson:
I have served the past two years on our city council and had four
years experience on our city planning commission and I served on our
library board as a member and then as president.
Lionel “Jake” Jackson:
The largest issue facing our city is improving the drainage issues.
We had flooding in September 2008 and much needs to be done to improve our drainage. The solution will be expensive and should be done in pieces in order to make it feasible.

The school is building a new high school to the north and we are
faced with getting utilities and roads and sidewalks extended to that
area. Also, traffic patterns will change and need to be addressed as
well as continued work on neighborhood streets and sidewalks.

Open records and open meetings are important and we are considering
putting all meetings on videos for convenience of our citizens.

B. Rebeca Serrano:
Citizens are ‘entitled’ to a Council Representative that welcomes feedback, and genuinely represents their concerns. This is not occurring in Ward 3, therefore steps to remedy this problem must be taken. A change in representation is due. In a time when the National economy crisis has already begun to affect our State; and which in turn will inevitably affect Valley Center, we must all unite forces to stay afloat. Citizens must have a say in decisions that affect them and their pocketbook.
B. Rebeca Serrano:
I not only care but have the experience to know that during these times we must remain focused on attainable, feasible goals and projects. For survival reasons it is important to work within realistic budget limitations. Our town must be ready when State budget cuts begin to trickle down. Economic safety measures are to be instilled. My experience in financial planning, tracking, receipting expenses, and keeping a budget to ensure a balanced fiscal year are assets needed in a Council Member.
B. Rebeca Serrano:
Issues and projects concerning Ward 3 at this time are: drainage and low oxygen findings, specifically in the Prairie Lakes addition, improvements to Ford St. /77th Street - including a new bridge and sidewalk, supporting local and new business growth. Also are: orderly, responsible annexation, and truly seeing a local transparent government –observant to the State’s Open Meetings Law so as to avoid additional sanctions for not informing the public of a meeting, ie: July 24 2008 meeting.
B. Rebeca Serrano:
I have reviewed our city’s budget and am prepared and qualified to make safe modifications in favor of a successful future for Valley Center. We must take care of our infrastructures: Police / Fire Department, and City Services. We must have a solid City foundation in quality, and quantity to build upon. Citizens-this is your town! I firmly believe in government accountability and transparency. There must be an open transparent government with Respect for our Citizens. Citizens have the right to be fully informed of what is taking place in their community and to feel welcomed at Council meetings every 1st and 3rd Tuesday at 7:00pm. They need to be informed, be it via our town Newspaper media, or other: on how to obtain public record copies and of future meeting dates and agenda items.
